The powerful blast shatters windows in downtown San Francisco (30 miles away) and is felt as far away as Nevada. The victims are primarily untrained African-American volunteers forced to work around the clock loading live munitions onto battle ships. When fifty of the survivors refuse to continue working without proper training and safety equipment, the Navy charges them with mutiny.
