In crime-riddled New York City, Tony (Biehn), an undercover cop, is moved from the organized crime force to homicide when his mob boss nemesis evades capture one too many times. When he is partnered with a Korean cop investigating a Yakuza-related murder, Tony is then forced to adapt to someone with very different methods than his own.
