Ruth Graber (Natasha Richardson), an American citizen, views the oppression of the Jews in Germany during the war with grave concern, and manages to figure out a way to bring a thousand of them to the United States. Traveling to Germany in the midst of hostilities, Graber escorts the refugees to America, only to find the government less than sympathetic towards them.
