The inmate death rate is the highest in the country and becomes a statewide issue of concern when a Senator's grandchild is killed tbehind the prison's walls. Since only insiders can know the real truth, the state sends John Woodrow (Tommy Lee Thomas), a decorated soldier and trained combat expert, in to infiltrate the penitentiary.
