Weary of the isolated life of an MiB operative, Jay continually fires new partners until MiB director Zed (Rip Torn) teams him up with the talkative pug, Frank (voiced by Tim Blaney). Together they investigate an "alien-on-alien" murder witnessed by the lovely Rita (Rosario Dawson), who Jay immediately falls for. The case eventually leads Jay and Frank to track down agent Kay (Tommy Lee Jones), who now works at a rural post office, completely unaware of his former life. Unfortunately, it's what Kay can't remember that may save the world from destruction at the hands of the shape-shifting alien Serleena (Lara Flynn Boyle). As Jay attempts to jog the memory of the reluctant Kay, Serleena takes over MiB headquarters, building up to a big New York City showdown. A fast-paced follow-up to the 1997 sci-fi comedy, MEN IN BLACK II sticks to its guns, offering up more action, aliens, and intergalactic weirdness. This time around Smith and characters such as Frank and the wisecracking worms are the focus, although Jones makes the most out of his screen time with his deadpan persona thoroughly intact. And, as with the first movie, MIB II features plenty of enjoyable scenes, including an underground romp involving a subway-sized alien and Frank the Dog's head-out-of-the-car-window rendition of "I Will Survive." The good (Tommy Lee Jones), the bad (Johnny Knoxville) and the ugly (CGI effects)
Without even a nominal attempt at a story line, it's all in-jokes and cocky stares.
Less interesting second time around, this sequel suffers most from the diminished chemistry of the leads.
Is it as good as the original? Given that what you're in for is no longer the surprise it was when this concept emerged from the egg of originality, how can it be? But that doesn't mean you shouldn't expose yourself to the latest installment.
There are a few laughs and clever sight gags scattered about, but not enough to make this anything more than another big-budget bust.

I thought it had some really funny moments, but maybe because it's pretty much exactly the same as the first one, it seemed like it's all been done before.
Was that movie nothing more than a tepid exercise in trotting out a formula that worked five years ago but has since lost its fizz?
Packed to the gills with stale gags and humdrum computer-enhanced action sequences.
Like most sequels, it takes what worked last time, repeats it and adds more characters, more stunts, more stuff in attempt to camouflage its sameness.
It's a fluffy treat that doesn't include anything substantial or wholesome, just sugar and MSG.
